NEW YORK — Harbor emerged from stealth on Oct. 13, 2026 with $10 million in seed funding led by Base10, Abstract and 8VC. The company is building software for financial institutions that use autonomous AI agents and need to monitor what those systems can decide, access and execute.

Harbor says its platform maps agent behavior and controls to frameworks including the NIST AI Risk Management Framework and the EU AI Act. It is designed to identify risk, block decisions that fall outside an institution's policy and document the controls around an agent before that system is allowed to operate in production.

The company also describes an insurance layer for residual risk — exposure that remains after technical and governance controls are in place. That is an unusual pairing of software and risk transfer, but the underwriting question is still open: insurance for autonomous systems will depend on evidence about the agent's scope, monitoring, failure modes and the institution's ability to intervene.

Harbor has not disclosed customer counts, premiums, loss experience or a detailed revenue model. The funding therefore marks the emergence of a new risk-management category around financial AI, rather than proof that institutions have solved the operational and regulatory questions that come with delegating decisions to software agents.
